He entered the Order of Preachers (Dominicans) in 1956 and was ordained to the priesthood in 1961.

Fr. LeBlanc was associate pastor of St. Dominic’s Parish (Mississauga) for several years before engaging in a life-long ministry dedicated to social justice and human rights -- locally, nationally and internationally.

He served as Executive Director of Peel Community Services and then St Stephen’s Community House; National Program Officer, Human Rights and International Affairs for the United Church of Canada; Director of Programs for Save the Children Canada.

From 1996 - 2008 he was the Permanent Delegate of the Order of Preachers to the Human Rights Commission in Geneva.
